Will converting TIFF to BMP reduce quality?

Not for an ordinary 8-bit TIFF. BMP is lossless, so every pixel is kept. Transparent areas become white, because BMP has no transparency. A TIFF with 16 bits per channel is saved at 8 bits.

What's the difference between TIFF and BMP?

TIFF (Tagged Image File Format) is a lossless raster format mostly used for print, scanning and archiving. BMP (Bitmap image) is lossless, has no transparency, and is mostly used for legacy Windows software.
